The Sanitary Board of the City of Charleston, West Virginia, a Municipal Utility (CSB), is seeking a State of West Virginia, Registered Professional Engineer for the position of Engineering Department Manager. The Engineering Department Manager will report to the Operations Manager and will directly supervise CSB engineers, surveyors, GIS Manager, as well as CSB hired consultant engineers and contractors. Primary Duties: Among others, supervise assigned employees, consulting engineers and contractors; design and endorse plans for sewage treatment, collection and conveying systems; manage the CSB’s CIP; review and approval of new collection systems and sewer plans issued through the City Building Department; supervises and performs engineering studies and designs to assure compliance with EPA, WVDEP policies and regulations regarding CSO’s. Required Knowledge: Among others, Considerable knowledge (design, operation and construction) of sewage treatment plants, collection systems and pump stations and CSO’s; management skills for supervision of in-house staff and hired engineering consultants and contractors; ability to manage multiple tasks and projects; must have effective written and verbal communication skills; and must be able to work well with customers, public officials and other employees. Education: Must have a Bachelor’s Degree in Civil or Sanitary Engineering; must be a State of West Virginia Registered Professional Engineer; and must have a valid West Virginia Driver’s License. ENVIRONMENTAL COMPLIANCE ASSISTANT
The Sanitary Board of the City of Charleston (CSB) is seeking an Environmental Compliance Assistant as part of its Environmental Compliance Program. This position reports directly to the Environmental Compliance Coordinator (ECC). Duties include, among others: assisting the ECC with supervising, compliance assurance, record keeping, reporting and updating the CSB’s combined sewer overflow (CSO) program, grease trap program and environmental sampling; inspecting/enforcement of industrial customers permitted under the pretreatment ordinance and grease trap users; NPDES permit compliance; CSO testing and monitoring; sludge and metals sampling; and flow meter monitoring
Overview of requirements, among others: A Bachelor of Science Degree in Environmental Science, Biology, Environmental Engineering, other related field, or the equivalence is preferred, but years of demonstrated hands-on experience may be considered in lieu of a degree; Shall possess good math skills, computer skills, communication skills; this position will be working in and around raw sewage, in deep manhole structures, along waterways (shore and boat) and at industrial and commercial facilities; Must have a valid West Virginia Driver’s License; and must have a high school diploma.
