Monday June 9th
Summary: Annual Membership Meeting of WV Association of Geospatial Professionals. No registration is required for the annual meeting. The meeting is open to the entire geospatial community.
Tuesday June 10th
Summary: Roll call of state GIS activities; keynote speaker Cy Smith; plenary session on digital land records; strategic planning workshop; evening dinner and WV Power Baseball game. Conference registration is not required for Tuesday’s afternoon session from 1:30pm to 5:00pm

The Keynote on Tuesday June 10th will be given by Cy Smith, Oregon Statewide GIS Coordinator; President, National States Geographic Information Council; Past member of the GISCI Board of Directors
Cy Smith is the Statewide GIS Coordinator for the State of Oregon. He joined the State of Oregon in 2000. Cy is responsible for statewide coordination of all geographic information activities in state agencies, academic institutions, and regional and local governments, helping to assure the elimination of redundant activities.
Prior to arriving in Oregon, Cy had been the GIS Manager for the City of Olathe, Kansas for four years, the Kansas State GIS Coordinator for three years, and a GIS consultant for PlanGraphics, Inc. of Frankfort, KY for four years. His technical background is in land ownership mapping. He represented URISA as a local government participant in the original FGDC Framework Working Group in 1993 and 1994. He co-founded the Kansas Association of Mappers, a professional mapping association that held their twentieth annual conference this year. He has served as the Program Chair in 1998 and Symposium Chair in 2000 for the MidAmerica GIS Symposium and has been active in the MidAmerica GIS Consortium since its inception in 1988. He was the Conference Chair for the Oregon GIS in Action conference in 2002. He is a past President for the Oregon chapter of URISA and a past Treasurer of the National States Geographic Information Council. He is currently the Oregon Representative to the National States Geographic Information Council, a national Board member for the Urban Regional Information Systems Association, and has been serving as the NSGIC liaison on the Board of the GIS Certification Institute for the past two years. He is a certified GIS Professional (GISP), a designation conferred by the GIS Certification Institute.
Cy has his B.S. in Earth Science from the University of Arkansas - Fayetteville. His professional Memberships include: National States Geographic Information Council; Urban Regional Information Systems Association; and Oregon Geographic Information Systems Association.
